Where to download the new launcher?

Where to download the new launcher? I tried downloading the client from http://patch.dekarononline.com/Dekaron_Downloader.exe but it wont download anything i get error "Windows cannot access the specified device, path, or file."

    Make sure where you are trying to save the download to is not a USB flash drive or sometype of removable device. Best place would be to save the file to either your Desktop, or Downloads folder.

    carna14 this download is the same like all..............................."pf64" bit64... cant play with fucking bit32...
