The Spam Bots were around when the game was with Nexon as well. The "claim" was that as soon as the GMs (or whoeer) would get rid of a bunch of them, more would pop up a short time later. The only "counter point" that Nexon did was to permanently ban anyone caught with illegal dil or gears. Not sure if that ever REALLY worked though.
Many of the Free-To-Play games are that way. But you really only HAVE to spend money if you need to be the "Top Dog" or if you want to get ahead quickly. Granted, some of the items, that you can only get by purchasing, will make your player a "powerhouse", you can do pretty good just by farming and sticking to the game. (The previous provider often gave away "perks" that you normally would have had to buy.)
I guess it depends what you really want out of the game.
The spamming bots exist because we have Home GMs only! I wounder why global companies like Vertigo and Nexon (which are selling items for real money) don't have few real GMs on full time job? - that could be very well be a rhetorical question. :) If GMs are in the game as their job description, those spammers will get tired of creating new accounts, because banning takes one click but registering an account(and new unique e-mail) takes like much much longer; not to mention there are many other ways to detect fraud even just from the user(hardware) data which could be collected by simply visiting the web page and especially the registration form, but i don't need to go in details.
