Incar's Medal/Seal/Badge question

General
Is it still possible to exchange Incar's Medals, Badges and Seals?
If it's possible, where do I exchange Them?

    I think there's an npc in parca or draco that'll let you exchange the incar's stuff, I just don't remember the name. But it should tell you in the description of the item when you place your cursor on it.

    Near Parka entrance and in Crespo you can exchange Incar's Signes.
    There used to be NPC's on other maps changing Medals, Seals and Badges but they were either removed or relocated.
    Just wondering if I can still exchange them somewhere.
