Papaya Event Question

Hi, I have a question about the Papaya event. I see on the announcement on homepage the following:

The Papaya Package includes the following:
o    Papaya Armlet
o    Papaya Belt
o    Plus, Wings, Skill books, a Special Box and more!

But how do you get this? When I transferred an old account I haven't been on in a while, I just got comeback tokens. And if I make new char on another account, I just get a new package which doesn't have wings, etc. in it. And when I make a new char on an account I just transferred, I get the same package. How do I get this?

    Also, there is a problem in the New Package. For the Costume 15 day package. There is no Black Wizard costume. Look:

    You have to take the come back tokens to Karin and choose the second option down. However for some reason u can only turn in one a day. But its worth it. :)

    @stryder1 How do you get the belt and the bracelets, it says you will recieve them but I have not, only got comeback tokens and a crystal per day

    The Papaya Package is given only to the highest level character.

    I believe someone mentioned the belt and armlets are in the lvl 130 package for new characters, maybe someone can confirm this

    I opened a topic before this with same thing.
    And no, I didnt get this package too. I transfered my acc on Jun 16th and my 184Lv char didnt get any. No package and no tokens.
    I wrote a ticket and but thats still open (status) so no answer yet.
