Weird MS Issue

Okay, Every I load the game everything loads fine. But once I log in my MS is at 1. All the bars are lit in the green, my FPS are locked a 144, if I unlock them shoots well over 400 but my MS does NOT change. I have tested this on two others computers and everything in normal around 20 -  40ms and the game plays nice and smooth. 

I try the game on my main PC and again, 1ms and the game runs very choppy but my FPS are fine. 

I have tried editing some settings in my nVidia control panel but I don't see that helping my MS. I have looked into my net settings and everything is fine with my network. even tried resetting cable and router, PC nothing seems to work.

If anyone has any help or ideas worth trying please send some help my way lol.

In town, or out 1ms
FPS are fine just locked at 1ms since last update.

    @Cynnister I cant figure it out either. when I was on nexon my ms was always regular between 200-400 and never lagged. now my normal is anywhere from 30-90 and occasionally goes up to the 200-300 for a short time. Most who are having this low ms are also having the dc login issue, maybe somehow connected. I also tried to change settings on my NVidia, cable modem, nothing has done it. I really believe its only something on papayas end that can mend it all.

    Well I know I don't have a login or DC issue. I have stayed logged in all weekend in shop mode with no issues at all. Just the ms stays locked at 1. Drives me crazy because if I try and play it's so choppy. I have always had issues with this game though. I run games like BF3, BF4, Crysis 2 and 3 all on Ultra settings and live stream/record game play. Dekaron, ....forget it, I always have issues for some reason lol.

    So update....even going WiFi I am now stuck at 1ms. and it makes the game so choppy for some reason....
