Why so many bugs, why so many hacks. Solution?

I play this game for seven years, in the early years the game was wonderful, then decaying and getting bad. Not that the work that the moderators are bad, but is far from great.
It has a lot of good that has been done, but also has a lot of bad.
I wanted to propose a campaign, or something. To report errors and illegal things.
The players to have a better game, we need to do our part to fear a clean game, and of course also require the moderators.
Not that it needs to give a reward or something to encourage that kind of attitude, because the ultimate reward will be a better game.
I do not see any support in my server (Brasil), both moderators as players, we need to do something to improve, because it is sad to pay to play a bad game
