Trans-up skills bugged?

I just made level 165 and can use all my gear for that level and raised some skills.

But my trans-up skills are bugged:

I can't raise Barad past 3, even though it says can be raised/learned if either the level OR grade requirement is met. I was able to raise it before with meeting the level, but now it won't.

My other trans-ups raised based on level too. They are both maxed at 5 now.  

I also didn't get the next two trans-up skills that are supposed to open at 165 with level OR grade.

I have sent a ticket, but I am wondering if anyone has had this experience or if there is something I am not aware of???

Edit - nvm...found my 'problem' a long quest that requires expensive nuggets.
