Chamber of flame (4) - Fistrom won't respawn

In-Game Issues
I've waited 1 hour for this Parca boss - Fistorm to spawn, and I checked all 3 servers all the time and it did not respawn in any server. 

6 hours later I came back and he wasnt there... I don't know if I'm being unlucky or not.. But if it is a bug please fixe it, because we MUST kill it to proceed the main quest,
