Best places/way to level

General
Just started playing after a while out of the game. Is IB2 still the best place to gain EXP or are there other good quests/places to grind for level 180+?

    If you have a little money to spend on the game you can get a five rune pack for 600 I think in the dshop. The rune pack coupled with a 200exp ammy and timed with a 2x exp event would offer some fast leveling even at higher levels.
