  I'm not sure, but I think they are pretty close in final damage, but +40 heal can be translated as 2k+ hp depending of your class, so it has the edge.

  Here's the deal
  
  Ulti does give all stats. It's TF that does.
  
  Now on for the good and bad.
  
  Ulti gives vit for crit dmg multiplier. If you have 300% vit and 75% crit chance without the wep already the lunacy will definitely hit harder and give you more dmg. This is how you need to look at it. If you're short in those areas then an ulti will do better.
  
  The only problem is people want to crit. Crit crit crit crit. I would rather hit higher white than the occasional 22k crit. Something like a 10k white all the time is much better than 5k white with the occasional 16-22k crit. But I might be talking to the wall anyways.......

  im not saying that one is better than the other, both are good
  but for me is not that easy to max crit dmg(even with candys sometimes), i got no perpetuus and i have MWR instead of MDR
  so for me its like 200 base dmg + 200 element dmg + 50 vit VS 40 str, in terms of dmg
  idk but i think that ill hit way harder with ulti
  the good thing in lunacy is those 40 heal

  in my ak 40 heal is like 1.4k, seg with +47% hp got like 1.3k

  i mean, i usually prefer 300 melee dmg brands over 30 str, and thats is nearly the same..

  I had ulti. I borrowed the lunacy and made more dmg. Because it was maxed already without wep. Vit and crit. Only wep better than lunacy is GD.

  Lunacy has slightly higher base dmg 3649 vs 3607, or +42, this is base dmg and is affected by all your % mods, usually on a geared char you can multiplid 2x+ this dmg, so in the end it is equivalent to about  +100 dmg.

  
  

  Lunacy has 300 All atk vs 500 from ulti, this is not base dmg, no multiplier is applied on it, it sums to your dmg, so  - 200 here to lunacy.

  
  

  Lunacy 40+ all stats, counting that heal + str are main stats for me, I could count it as 80+ stast for heal or str and change my char stats points to fit it.

  
  

  Here are the deal for me,  50 heal gives me 2.128 hp, so I assume bagi/half/dk can get 2k+ hp from 40 stats maybe...

  
  

  40 str gives me 406 dmg, then lunacy is already better than ulti for base dmg.

  
  

  About the lower vitality, I have 292%, with ulti, but I would change easily to a lunacy, as @bc496 stated, it is better to have higher whites in pvp, it is even more necessary if you dont have any skill that decreases critical resistence.

  It isnt, explained in above, it is not 200 base.

  About 300 melee vs 30 str, it is almost the same for me in dmg, but str gives block, crit.

  The GD all of them have 10% extra dmg and move speed. 16% I believe. It has higher base and slightly higher ulti stats. +50 crit and vit. That's about it.
  
  I'm 2h and tested with ulti,TF,lunacy,GD. I have max crit and vit. They all follow in order I listed as which has most dmg. I have tested on stones in colo and pvp. No buffs. Just Trans up and guidance. For my char build the GD was best but if you can't get it use lunacy. Much better than TF or ulti.
