The server lags 24/7

Hi,
Im NOT new to the game of Dekaron, or 2moons as it was once called back in Acclaim. But as new to this community of Papaya i just wanna ask about the server lag. Why does it lag all the time?? My MS is between 1-128ms all the time and my computer can pretty much play any game on Ultra. Im not here to brag I just wonder why this game lag so much when previous owners never had this much of a problem.
Appreciate if you took the time to answer GM, Moderator or who now is in charge.
