Where do all the 195s 196s popping out?

I am wondering ...
I am an active player who is running alot of places, doing alot of events and dungeons.
Randomly i meet people who are 196. Not many people are in these levels, and most of them are known.
Lately it seams that more and more people popping out of nowhere beeing at that level partly fully geared, with emblem and perpetus.
I heard that there are bot programs, hacking ofc and a certain way of dshop abuse.
Can someone enlighten me why papaya not recognizing this while 90% of the community know about this?
Is it part of their *zero care* policy?
How should this game continue like this?
I am also playing the Korean verson of Dekaron. I just don't understand how the same company can do such an awesome job over there with really great events while they seam to not give a **** here at all.

Yes there are bad parts of this company I think it largely comes down us - being Dekaron - as their first MMORPG. Considering their team is rather small, the amount of QQ tickets (was over 700 in the first 12hours IiRCC) that get sent delay large amounts of 'important' things we 'need'.
The thing people keep forgetting is while this is a game to us, it's a business to them, without dshop they make no money. No one works for free [F#ck volunteers and their high horses, theyre further propagating disparity between the working classes]
But on topic now,
Until given empirical proof, you should assume [with a healthy amount of scepticism] that they lvl'd ourely through runes/ib2.
