High fps but the game seems running like 5

after I used to play this game since a6 with a pc worst than mine now and the game used to be flawless. After papaya, the game runs with +300 fps but the game is stuttering. I saw in another post to change "Threaded Optimisation" to ON in NVIDIA Settings but it didn't work for me.
