Super Lag skills

I start playing this game and is really awesome, but there is something that bothers me about skills, I can't use them.

I'm a vicious summoner lv 66 and all the game was just basic autoattacks, skills seems to be with a big delay for me, almost 20 to 30 seconds, some never activate.

Is it a bug? The only skills that correctly appear are summons, but after 20 seconds :/

I closed and opened the game, changed channels and restarted my PC but it didn't change at all.

Please someone help me
