Lag skills

I started playing and the only thing I can't do is to use my skills, they seem to be super lag, after 3 minutes only 1 of them activates :/

I'm a vicious summoner and is kind of boring to only use auto attacks, I have always 136 ms and running, attacking and other actions appear at the momento I use them.

    Are you using windows xp?

    I use windows 7 ultimate 64 bits :/ the first day of playing I could use my first skill in time :/
