Miterra Tear Cant upgrade it?

Hi, i started a new char i an wanted to upgrade my Miterra tear. but the option is not longer there? but i can still exchange the spirit pieces into miterra ghosts. 

is the NPC bugged or can you no longer upgrade the tear?
