    In the item crafting function. Check the Act 19 update guide on the website for details. Item crafting has replaced most NPC exchange functions, basically.

    Thanks bort I found it in the crafting. You can upgrade spell plume up to Kracion. I am sure I saw somewhere that the Kracion can be upgraded too but I can't seem to find that option. Crafting only appears to go up to Kracion.
