Lagacy account reward for highest char??

My old character in ogp la tale is called Shootingsonic, which is 220 Bladeslinger , and 209 Der Freischutz., how ever i did switch job to Der Freischutz before new papaya server is ready to play, cuz video making purpose. And thus i only receiveed tier 4 reward for 209 Der Freischutz , excuse me??? highest char??? just because i switched job???? 
i therefore request for an explaination ...

    I think the same thing happened to me highest is 207, I should have gotten tier 5 but they gave me tier 3. Really would like my rewards XD.

    At least you got rewards at all. I had to send in a ticket because I didn't even get mine.
