Aquarius?

I'm pretty new to this game, and trying to find a place to farm 115+ gear.  I've done a ton of research online and everyone is saying that Aquarius is the place to do it.  However, when I talk to Bingo (Sailor) in Requies Beach, he does not have the teleport option that everyone says he is supposed to have.  Has Aquarius been removed from the game or is there a different/better way to get there?  Any help or advice is greatly appreciated, as most articles I've been reading are dated back to 2007-2008.
