Legacy rewards

I received the incorrect legacy reward tier.
I am aware of the criteria for the legacy rewards and their tiers, however I received Tier 1 rewards instead of the Tier 2 rewards, while I had at least 2 level 200 characters on my migrated OGP account.
I am sure this is the correct migrated account since it uses my primary email. I also checked my other migrated account to confirm whenever this is the right account or not.
