    that's common error when you have an active Anti Virus program running in the background while you run the patch or install the game.

    Then maybe it is caused by some virus then? haha. xD

    ......The best action is you go open your MsConfig (via StartMenu - RUN - enter code: "msconfig" then hit ENTER) and check/investigate all your apps that is running on SERVICES tab (click HIDE all Microsoft Services) or STARTUP tab.

    Since we cannot go one by one to all your apps and software, you will have to do it yourself, disable all software that you don't really need (this will also optimize your system speed).....then apply and restart the computer.....My bet is that there should be atleast one software blocking or interfering with your Dekaron Launcher or App.
