Came back -- Blade Masters, what is this skill?

Just came back now that the game has moved, and the fresh start gave me motivation to start over.
I just got back to Blade Master (currently 185 now) and the last time I played I was a 170 Strider.
There's a skill that seems to combo off of the special heavy attack, and I can't seem to figure out what it is. Is it a legend skill? Is there something I'm just missing? Is it not in this version of the game?
