Does resetting skills also reset skill growth?

I'm assuming the answer is yes, but I just want to know for sure. I was hoping that maybe once you maxed out the skill again it would get the growth back, but I guess that doesn't make much sense. This is my first time with 4th job.

No, it doesn't. You can keep resetting your skills as much as you'd like, the growth stays the same.
