Blade Master - Tactical Handbook? Weapon Scroll? Or neither?

As it says, which is more used? Or are they even used at all? Just curious

    I can probably give you some kind of insight. 

    Well, to begin with at level 19x, you should have enough points to get one or the either. Mad Roar and / or Trick Blade are not needed in the build, at least until you can get L4 skills for BM. So the points from there, you can easily allocate points to the scrolls (definitely max special attack upgrade if you haven't though). 

    If both of these do affect special hard attack, then it's worth getting both. The majority of DPS on BM will come from L4 special hard combo. 

    This is from a perspective of a BM with low ping, so keep in mind that the build can vary depending on your ping.
