16 slot Shop Permit (500k ely) error message

General Discussion
I tried opening a shop in Belos where there are no other shops, (yes i tried in Elias too) and a message came up saying  " Either you do not have a personal shop permit or you are not in the proper area to open a personal shop" 
like i said i was plenty far away enough to not be over lapping shops, and i was clicking on the 16 slot 1 day item i had bought in Elias. Any thoughts or solutions would be appreciated.

    Open your inventory and you'll see an icon on the bottom left hand side to setup a shop. Click that icon and you should be good to go :']
