Why is the server time CEST if the server is in America?

Wouldn't it make more sense for the server to run off EST, where the server is actually located?

And why is the daily login reset time and the dungeon reset time so different?

Where is Papaya actually located anyway?

    cause thats how every game is now a day. its easier to run of CEST which also means Europeans are getting reset at 00:00 or basicly 12am for quest and dungeons at 4:30 am.
