  I don't think they know how long it will last for sure so they don't give out ETA yet so that they don't accidentally make any broken promises.

  They just commented on Facebook "We're still working hard on getting everything ready. We'll let everyone know when we're online!" so I am guessing it could still take up to 3 hours or maybe couple days, depending if they run into big issues. Just giving an estimate what it means in my opinion.

  But (version.ini) - means that there aren't any versions uploaded yet so is the server obviously.
  This kind of error only appears when the server is down and/or on maintenance (Update).
