Mysterious Pendant

So... I am quite annoyed and frustrated that essential information for the game is missing inside the game. I have to rely on others in order to get information on how to do things, and I really don't know anyone inside the game. I'm pretty much a solo player. There is only like one person in my guild that knows how to do stuff, and he is not online often. So I feel incredible limited in what I can do, because I do not know what I need to do, and I can't find the information that I need in the game.
...Anyway, now that my rant is over, I am currently on a mission to make my Perp ring, and I need the Mysterious Pendant thing in order to make the Squama. I was told that in order to get the Mysterious Pendant, I need the Shattered Mysterious Pendant that I get from accepting the quest "First Assignment" from Justin in Valley Rift.
...Justin, nor any other NPC, has a quest called "First Assignment" for me to accept. I will even attach a screenshot of my quest screen to show the current quests I have, as well as me talking to Justin to prove that he is not offering the First Assignment quest to me. I am level 176, so I'm not sure if that is making a difference.
I am at a loss. I am incredibly frustrated because no matter what I do, there always seems to be something that blocks me. Once I finally figure out what I need to do in order to get my Perp, I can't even farm because I don't have access to the quest.
What on earth do I need to do!?
