What are the rules in this game?
There are rules the community has come to think of as common sense - no hacking, no glitching, no explicit/derogatory racism, no account sharing, etc. - based on the ban history of the previous publishers.
But what rules have actually been published for Papaya Play to enforce?
The only things I have found is the End User License Agreement. And the run down of that as of July 15, 2017 is
1. No hacking
2. No commercial profits from the game.
2a. The EULA points to cyber cafes or the like.
3. No private servers.
The Terms of Agreement/Terms of Service have rules against doing these things on the website (it does not extend to the game).
1. Account sharing (only one person per account)
2. Identities (usernames) that are obscene (as those are the same as in game, in game obscene names would violate this)
3. Being otherwise vulgar, abusive, libelous, defamatory, racist, etc.
4. Impersonating
But I do see this that while in the website agreement applies to games:
1. "Impede the flow of chat in game, in forums, or in chat rooms with vulgar language, abusiveness, use of excessive shouting (ALL CAPS) 'spamming' or any other disruptive or detrimental methods in an attempt to disturb other uses or VERTIGO employees"
I can't find anywhere that forbids rules regarding:
1. Glitching (manipulating the software without external tools to achieve outcomes unintended by the developer and/or publisher)
However, we do have two catch-all statements in the ToS:
"The determination as to whether a violation has occurred and who is
responsible for such act is solely within VERTIGO's discretion, and is
based on what we deem best for the community and the Website."
"VERTIGO MAY SUSPEND, TERMINATE, MODIFY, OR DELETE ANY ACCOUNT AT ANY TIME WITH OR WITHOUT REASON, WITH OR WITHOUT NOTICE."
So technically no rule/clause outlined in any of the agreements needs to be violated for VERTIGO to say there was a violation (because it is up to their sole discretion). Any even ignoring that, the second clause gives them justification for punishing anyone without a reason.

Much needed features on a forum
- A spoiler tag or otherwise collapsible element.
- More flexible tabling.
- Not being forced to sign out.
- Quoting buttons.

Atleast they don't have a kill stealing clause like Nexon did xD!
