I remember reading somewhere that if your character is below Lv. 50 you are able to re-use the name if you were to delete that character, is that true?
Knowing how LaTale does its character registration process, this is totally wrong.
To explain it in layman's terms, the character is linked to its "name". It needs to be "unique", which means that in the whole database, there can be only one "VoltStar", for example.
The people playing the game of course cannot access the database, they are granted "rights". In this case, they only have "CREATE" and "UPDATE", but not "DELETE". In a nutshell, CREATE lets you create the character, UPDATE lets you update a parameter in it. The parameter in this case is the one who lets you access it or not. For a player, it is irreversible.
So technically, if you "delete" your character, it's possible to get it back, well, that was the case back in S1. Dunno how they do it in this case.
But welp, TLDR : You can't "re-use" the name of a character in any circumstance, due to how characters are stocked in the database.
