Runtime Error?

When I downloaded the new patch update it says Runtime error. How do I fix this problem?
I study the art of war in it's entirety. If you can play a quiet respectful game, you'll find me to be a loyal ally.
If you're my enemy and you hear my m249 chugging, you better find some cover because I know my bullet drop.

       I don't know whats going on but I have not been able to get on to Warrock since the new update ! I have uninstalled and reinstalled it multiple times trying to get it to work , I have used the check files on the start up screen  , I have even tried to use the patch updater (which does not work) ! 
       The game loads the start up screen but when I press start it thinks for about 3 seconds then just closes as if I never started it up ??? I have made sure nothing is running even used smart close to shut down anything that may be running in the back round and I have even tried to run as an Admin and still the same thing ....does anyone have an answer or suggestion ? Is Papaya working on this problem ? I had No problems before the update , and I am not getting a "run time error" or any error's at all the program just closes .

    To fix this error just reinstall NET. Framework:

    Looks like something is blocking it. Try disabling firewall and anti virus.
