Not Receiving Legacy Seeker

Hello, I've been playing 25 days since the relaunch, and yet I still have not been awarded Legacy Seeker. Do I have to be on the character that I claimed my "legacy title" on, or is it account based? If account based, I've already logged in for 25 days.
