Party loot "Ordered" Theft

I did a Dyna party yesterday and it was very hard and the party member left it on order but keeps it on Special yet a player was still able to steel all my loot how is this possible?

I thought "ordered" give specific players drop and others no drops.

    In order, if you take a look at a bag and you don't loot it, it is made available for other players. You either loot or leave it for other players.
    Hakusen : Judgment 200 (Still mad about that 198 > 197 rollback though.)

    Ya, that's it. 
    Sure u took a look at the bag and didn't loot it.
