About cheaters and tickets

I'd like to know how do you investigate if a player is a cheater based off a player's ticket.
Suppose I want to report a cheater. Now, most of the cheaters around use OVC and GPS, which can't really be screened or recorded on video as proof. Fortunately, according to the FAQ, screenshots and videos are not required to send a ticket. Yet, without them, how do you decide if that player is actually a cheater?

So, if necessary, they can find evidence themselves? How many days could it realistically take for the Technical Support to find evidences (and supposedly ban) since they receive the ticket vs if the ticket has enough evidences?
