Promoting partying

Ladies and gentlemen,
I do not think it is a big secret that this game is mostly oriented towards solo play, which, it turn, promotes elitism and tight-knit cliques of pro players outsiders will never be taken nor invited to. This topic has been discussed many times over even before the server was officially launched.
As a result we have two distinct groups of players: strong clique parties that can take on any dungeon in the game, beat it in reasonable time and actively progress with their gear, legendary quests and whatnot. Since the majority of our player base (I would estimate at 95%) migrated from OGP server, it all comes down to whether one made a name for themselves at the old server or not. If you are a well-known and strong player of the old era, you will be invited and gladly taken to any guild or elite party. If you are generic 'average Joe' - well, tough luck.
We all know that those on top rarely look down at those at the bottom because they just cannot be bothered. It goes like that at every level of our society, more so online games. But I think there is a way of bringing both parties together and making them work for the greater good.
The game itself gives a hint: Mysterious Hall. The more people are present in the reward room - the more loot will be obtained. This creates an incentive for making parties or, at the very least, dragging weaker people through the dungeon for the sake of getting more loot. And this is a win-win situation: leader gets x4 loot, others get lots of free exp. Everybody happy.
Why not change other mid-game dungeons to work like this? Dungeons I mean are the Roads, Dynasty TAID and Dynasty regular, maybe even Palace.
Often times finding a party to run these dungeons may not be so easy because the loot is scarce and nobody wants to share it. This is especially true for Dynasty TAID. Getting help with L7 quests in regular Dynasty can also be a bit of a problem because once people move past this point they are reluctant on coming back. Why? - Because it is just not worth the trouble for the reason of scarce drops. But with this system in place, I believe, things will change for good.
Obviously people with two PC will use this system for their advantage but let us leave it up to their consideration.
What do you think? Will it work? Maybe I am terribly wrong about this entire topic?

I think finding a party is ok; may not last long but most people can find a party.

Guilds are the best place for high-end-game players to connect with begining-end-game players.
If any of you have troubles finding a suitable guild you might be just joining the highest lvl guild might be dissapointing in the end.
If you're looking for an actual guild with competancy and many EU/Asia/SA but also USA players try reading the part below.
