Sudden frame lag.

Once Warrock moved to papaya play, My FPS personally went up and was more stable than ever. It still is. But, It has decreased. I first noticed this in AI, Playing Pow Camp, using the M134 and getting 25FPS. My FPS is generally 60-90 in BG, which is fine with me. But, Is there any ways to address the sudden FPS drop? I've reinstalled Windows 7, Reinstalled my GPU driver, uses Ccleaner, malwarebytes, super anti spyware, etc. My PC has no harmful files on it, So I don't see any reason why the newfound frame lag should be an issue. 
Has anyone else experienced this? For a while I've been thinking my GPU may be bad, as it was a cheaper one, but every other game I play maintains a higher fps steadily with no drops.

    Ah, you're the latest victim to be hit by it. As far as I know, it's been within the game since 08.
