Crafting mastery bro

So far, everyone i asked where they got their op helpy weapon they told me they bought it. Everyone that i know has crafted anything it came out with mediocre stats.

So my doubt here is if Crafting mastery level come into play with the outcome of the item's stats. Probably the reason everyone is getting lame stats is because their mastery is low?

Has anyone here crafted an op weap (4k+ destro or 4k+ atk) with low mastery lv 3 or 2? or is every op weapon made with lv 10 mastery?
