Does this mean they'll fix it?

Sorry this is going to be long...
I am a UWO vet from yearsssssssss ago, back in Netmarble days. I did play on OG for a while and the new players I met were shocked when they added me to their friends list and saw my name at the top of their list due to the age of my account/character.
I played before the world was explored on the NA server. I played when nations were still racing to buy favors with the ports. I played before the Adventure class was a viable class. I played when the School channel, was the only global channel available for chatting and afterwards, you were alone in a cold, ruthless world. It was "the perfect" MMO, despite some flaws.
And then I played for a couple months after OG took over... and that was my last foray into the UWO world.
I couldn't care less about transferring my character over. I don't want the latest iteration of the world copy and pasted back to the new Papay Play servers. I don't want to see the same broken, billionaire economy exist when I log in, where shops charge 10k ducats and player bizzares are charging 1.3 billion for a slightly better version of that item - where the typical quest reward for a difficult quest like the Circumnavigation Quest, nets you a measly few million in reward, while players are charging 100 mil for a mediocre sail.
I want to log in and see the UWO as it existed before the East Asia/Dungeon exploits gutted the economy and destroyed the entire game in order to cater to the Adventurer class. I want to see player made items actually be on a plane of existence that fall in line with the in-game quests and trading profits.
I want to see UWO in its glory days, before Natmarble neglected it and OGPlanet put nothing but cash shop band aids on it to call it "fixed".
I want to see a world full of characters starting from scratch and not carrying any of this bloated baggage with them into a brand new server under a brand new company.
I want new life breathed back into this game, so that new players don't start up, reach level 30, see how hopeless they are without having abused previous exploits and instantly quit. When I logged back in after OG took over, for instance, there was not a single one of my 30 in game friends who were active and my Company ceased to exist; finding out later that most of them had maxed out their bank accounts and had nothing better to do.
So, is Papaya planning on fixing the clusterfuck this once brilliant game, had become, or are they going to take OGPlanet's approach and just put another band aid on it while they let the players abuse the same, broken system Netmarble created?
