What kind of system rebalance do we want?

I have played this game since the very first beta and while I can say that it is an okay game, there are quite a few elements that have really make me feel that has let this game down and in someways caused the in-balance situation we are seeing now.
So what is being let down?
Is it because of the old graphics that haven't improved much since the game first started? No, in some ways I feel it is still okay to play game with what is offered. Although I understand there is a graphics improved version for PS4, so hopefully this can be considered.
Is it because of the game content in the game that is not being satisfactory? No, in fact this game has so much content in it that I considered I can play this with hundreds of hour of game play. Also, Koei had done a great job in updating content throughout all this years. Although I hope there is some kind of Wiki or guides in one website that can provide all the tips on how to replay all the content in it fullness.
The actual problem I feel is to do with several issues:
1) The balance between PvE and PvP - unlike other games that allows you to travel along the entire of the map freely as a PvE environment e.g. Star trek online (i know still having a ship but in space), this game forces you to stay in Europe. All the other areas in the ocean are basically PvP. This means anyone with the more spending force to buy bottles or upgrade god items will be able to crush you easily. In some ways this is no more difference to a Pay-to-Win MMO rather then a free MMO. Personally, I am not against buying all this and make yourself invincible. However, if nearly 90% of the entire map is PvP means you really cannot enjoy this game at all if I am a causal player. When players noticed this they will not stay long in this game.
The solution I think is to alter the current classification of the safe waters, dangerous waters and lawless waters. Currently, only safe waters in Europe in PvE, all other waters are PvP. I suggest we can change safe waters to PvE with players initiate fight against NPC, dangerous waters to PvE but NPC can ambush and fight players and lawless waters as the true PvP area where eager players can really fight among themselves.
Also, for those eager PvP players to show their skills, I think might be have some kind of tournament for these group of players.
2) The grind to level up your character and to level up the skills of your character using the current game-play is ridiculously long. A re- balance should be needed to make it look achievable. Or there should be other ways to help leveling up your character. For example, the creation of instances (solo or group) where players can jump into and play a particular battle of significant historical importance where you can win experience and reward will make this game a lot more attractive.
3) Ship traveling speed is another sticking issue I had when playing this game. It is almost aimed for someone who have no life and can spend hours of just traveling around the ocean for nothing. I understand there are skills, liners and rails that can help traveling but I sometime really wish they can adjust it to travel a bit faster.
4) The way you can repair your ship, the durability of your ship, the durability of your ship equipment, the durability of your personal equipment is basically hopeless in this game. These are basic elements of the game that you would normally think you can just go to some NPC and repair them all...... but unfortunately this is not the case. In order to repair the durability of your ship you need to find white ore and manufacture them to kits which not every player can do, the same goes to your personal equipment as well. In fact, if you want to survive such basic element you better off pay real money to buy repair kits. Hopefully, this re-balance will address such issue.
So what do you guys think? Any other systems need re-balancing?
