Edinburgh never needed investment, you will get wool/sheep right away. the other cities up in the Baltic are free for all to invest. Not sure about Helder, forget now if the chickens/sheep are there right away, I want to say they are.
ahh, gotcha. I know Amsterdam gave me one for sure, so every starting capital city will too. Personally I cant remember now, but if any Dutch cities have any I can easily buy you one if you are not Dutch.

Portugal allows you to invest in Porto enough to start building San Gabriel ships, and therefore, Reference Room ship skill, once you get enough SB and other crafting ranks.
And Reference Room = +1 to all of Geo/Bio/Archeo/Appraisal/Theo/Art/Astronomy - yes, RR works with Astronomy skill once you make the level requirements and quests leading to it, hopefully by mid-2018.
@OwvinII Portugal for sure, gets fame based port permits fairly easily compared to others if doing the story line. I think Lug will start there as well. I started Spanish the last time, but I'll start Porto this time, also where I want to plant Catch22 again.
Also, someone on FB has confirmed with Papaya that 3 characters/IP are allowed, which suggests alts are allowed as well.
28000 total fame is enough to unlock all pre-imperial-quest port permits, no matter what nation you start out in, even if you don't do storylines (as some parts of them require you to do violence).
I did it in Portugal in UWO before w/o doing storylines (apart from the first few chapters since I was a newbie back then), back in 2013 when I first began, so it's very doable, and I plan to do it again that way w/o storylining.
Starting the questing for prerequisite quests towards Astronomy skill can wait till around levels 29/29/whatever and/or opening up East Coast Of Latin America, Southeast Asia, and East Asia port permits after plenty of imperial quests, which I plan to do adventurer-oriented imperial quests,
as certain adventuring discoveries (anaconda for one, iirc, in biology, &/or geography, etc.) can only be done by (and their discovery cards can only be obtained by) imperial quests anyways.
After all, if the captain hat (which was once an OGP UWO sailor bottle item) whose effect is to further increase acquisition of exp/fame/proficiency iirc until 30000 fame or level 30 in anything (and therefore cosmetic for non-newbies beyond that point) gets introduced in some way in Papaya UWO (which to me is actually a good idea to save some time grinding the early levels/fame/proficiency for new players, a mere pay-for-convenience equip and cosmetic equip),
then one can still open up Caribbean / Eastern North America / India port permits while the captain hat special bonus effects still work, as long as you don't make it to level 30 in any of adventure/trade/maritime prior to opening up said port permits. :)
oh thanks hunter, didn't know that. thats nice to know can do beginner in seville and london, then goto london for oxford on seville toon, and work together from there. You just helped me answer one of my unsolved problems, about what nation/nations to be :D
Here's a little tidbit i'll pass on. If ur doing crafting skills and u want wares trading, i highly reccommend one of ur toons to be english, but doing the northern europe specialty goods MA u get a +2 wares accessory. Best in-game but only gotten by english players or peeps who defect to england.
Its really a must to do all the schools from beginner/intermediate/advanced for all three jobs in order to receive better ships, levels and access to Oxford later on, basically school helps you develop more in the game and get you ahead with levels as well.
