Gniar's Bookshelf

I just exchanged my Gniar's Bookshelf to Wingo coz it says it only needs 5 to get a step 1 book. I have 22pcs but it took 13pcs instead of 5.

Why is that? Please fix this and return the remainder of the Gniar's.
