Yes, it costs $40 to purchase the game on Steam, but its completely FREE after that. No cash shop BS and no intense skill grinding. Everyone is on the same playing field. Your character is only as good as your ability to maneuver your ship in battle. The game is primarily battle focused, but relies heavily on economy (trading), crafting, and exploration.
The game does have a lot of bad reviews, but they are mainly due to the fact that the game is still in beta. Every time the developers change something in the game, someone gets upset (that's just the way it goes). The good news is, the game is going in a more positive direction than it has shown over the past year and has just switched over to a new game engine that allows the developers to continue adding content.
