Purpose of Founding Pack?

The reset was supposed to be to fix existing problems in the game, a major aspect of which was the economy.  With the founding pack as it is, how will having founders start with over 2 billion Ducats be a fix to the economy?  With all port progress and skills reset this just means the basic supplies will be massively inflated compared to what any non-founder would be able to afford.  Without dungeons or major trade routes, a non-founder will be hard pressed to earn 100 thousand Ducats.  This is just a huge imbalance off the start.
