Bringing item plunder back is the dumbest idea for a relaunch

First off, you have to think about why KOR, JPN server operators and devs decided that it was a good idea to remove it.

The core of the problem is that pirating is more towards an end-game content in this game.
If you're low level you can't really rob high level players, and if you get hunted by bounty hunter, well, rip.
The penalties for PvP pirate is high enough so that only hardcore players can afford it.
But that doesn't mean pirates are only going to pirate high level players who are on their par. No, it's actually exactly opposite.

Trying to pirate a high level player is actually to rough, if they are running high level ships it's going to be a hassle to catch them on high seas because the ships are gonna be so darned fast.
Even if you initiated the battle and actually boarded these players, there's also the chance that they have ship upgrades or whatnot that protects their valuables from your grubby pirating hands.

The end result is that high level pirates farm and camp start-up players who's like, "ooh I opened India! I want some pepper!" and boom they lose all their cargo, and money... which are actually replaceable relatively easily. There's not a big problem there.

But items? Some of those can take hours to get, others might be, for example, memorial rewards that you can only get once per toon, which means you have to create another toon and grind it back, or pay other players millions of ducats to get it back. All that because some no-life gamer who just felt like raping a baby player.

It will certainly bring back life into PvP, but it's in a way that's going to promote griefing, farming, camping and all those goodies that kills off newcomers.
Yeah, you could argue that it's easily countered buy no-war items or tributes but... I was talking about new players who's going for the first time to India, poor as hell and unable to afford many of those goodies here.

If you want to revive PvP, there are other ways than making high level players ripoff newbs, because that's how pirating is set up in this game. If you fight on high seas, there's so many ways a high level player can just evade the losses alltogether while a new player has few to none. That's the single reason pirating was nerfed not only on OGP server but also on KOR and JPN servers because it's just bad news all over.

The game now has other venues for PvP and that has worked just fine for KOR and JPN players, not to mention for OGP. The piracy system can be useful, but the way this game implemented it is so bad it's just not worth giving people rewards for being good at piracy. That's why the game moved on to Ganadors and Epic feuds. With all these changes, the game does not have to move back to pirating days.

If Papaya is interested in making UWO enjoyable they should rethink on this matter soon.

TL;DR: This essentially revives the PvP and kills the gaming community. What a tradeoff :p
