Is it Rally Starting Over? Like REALLY OVER?

So anyways, have been thinking so we all start with a blank slate, like a totally empty character slot and lose all our ships? Can someone clarify? Coz to this time there are som any conflicting theories.  MANY THANKS ALL!!
