First let's make a distinction. There is PvP and there is Thievery.
ESF is PvP. You can decide to play, how often, or not at all. You can test your skills against other players. Mutual consent.
Thievery is taking something from somebody else without their consent. It is generally considered antisocial both in-game and in real-life. The argument for it is that it needs to be allowed to keep the game funded. Basicly, we allow some players to steal because we need to fund the game although a patient player never really has to spend any real money but an honest player has to spend real money to remove the threat or else takes his/her chances. The game advertises three life-styles, maritime, adventure, and trade but in reality we are all playing a game of thief and victim.
So here's my proposal:
1. Pay-to-steal. Attacking a non-consenting player requires a flag (red flag?) that is purchasable from the cash shop. (Doesn't apply to ESF). Pay to be a thief with plunder et al.
2. Don't-pay-take-your-chances. Once you're outside of Europe, you take your chances.
3. Pay-for-immunity. Optinf out of thief and victim game requires the existing blue flag purchasable from the cash shop.
