"No response was received."

As I launch the game and attempt to get past the "Confirming <Uncharted Waters Online>'s latest version." a messaged pops up saying "No response was received. Either the line is congested or the server was interrupted." My ports are all clear and the game is allowed by firewall. I've disabled the use of the IE proxy in settings as well. Is there another reason this may be happening?
