Did Ornament Display Effect blocked me from engage enemies during my quest ?

Bug Report
I took Defeating fish poachers quest @ Venice, I was not able to trigger battle for quest while I noticed the message about ornament display effect 3 times that prevented enemies to attack me. Just get rid of Ornament Display Effect.

    Bah, it turned out that quest gave me wrong info ,so it should be south of Ancona not Venice after I checked Japanese wiki.
