St. Petersburg quest bug

The quest "Delivery to the capital of Russia", the one required to unlock St. Petersburg, is bugged. To proceed in the quest, you must talk to an npc named "Walter", which doesn't actually show up. It's not that he's just invisible, he's just not there at all. I even talked to the barkeep which gives the exact location of where he's supposed to be standing but there's, of course, nothing.

Isnt walter located inside the st.peter main building? (talk with guard to get inside)

Yes he is in that building

He is at left side of Palace.

Don't forget to talk to a thug guy before going to Palace.
