Meister Change Mid-Autumn Event

Hello, I would like to ask how the option for mesiter change work?
It requires 60 tokens but when I tried to purchase it on my HB it didn't do anything and I didn't recieve any items. Should I be lvl 170 to purchase this "item" or does it even give an item or it just reset meister without any items and stuff?
I am not lvl 170 but I wanted first to try the falchion meister and then change to katar if I didn't like it. Anyone can help?
